Ricardo Rubiano
Founder and Pricipal
Ricardo Rubiano has been active in real estate development since 1996, continuing a family legacy that began in 1908 when his great-grandfather, Col. Eleuterio Reyna, helped modernize the US–Mexico border by installing railroad and water lines. A veteran of Madero’s army, Reyna sought stability through land ownership—a vision passed down through generations. Real estate became the family’s enduring vocation, shaping five generations across the Rio Grande Valley. Rubiano’s roots in the region are both personal and professional, giving him a rare, instinctive understanding of its people and markets.
Born in Texas and an alumnus of the United States Naval Academy and Texas A&M University, Ricardo Rubiano grew up on both sides of the U.S.-Mexican border understanding the benefits and pitfalls of the cross-cultural traffic.
In 1995, a chance transaction brought him back to his roots and Rubiano has been involved in real estate development ever since.
His early projects were ambitious single‑family developments over 100 acres, such as
Water’s Edge in Harlingen and Pecan Grove in Weslaco (1999‑2004). He designed, built and maintained these communities until turning them over to their homeowners’ associations, and he now lives at Water’s Edge surrounded by his clients. During the 2006‑2010 recession he focused on buying and selling distressed assets from banks and private lenders, including the Bank of America tower in Harlingen, 10,000–15,000-sq-ft retail centers and two 80‑100‑unit multifamily projects.
He later acquired development sites of 2‑25 acres at key intersections and high‑traffic areas, all purchased below 35 % of their appraised values. Today Rubiano owns or has developed Class‑A projects in Brownsville, Weslaco, San Juan, Harlingen, Pharr, Edinburg and Laredo with tenants such as Olive Garden, Longhorn Steakhouse, Verizon, Sleep Number and others. He also owns a 300‑unit apartment community in Weslaco and plans multifamily developments in Pharr (168 units) and Edinburg (275 units). With over 26 years of experience, Rubiano leads the premier real‑estate development firm in the Rio Grande Valley with a mission of “Building a better Valley.”


Horacio Gallegos
Director, Communications & Investor Relations
Horacio Gallegos was born in Texas and raised on both sides of the Texas–Mexico border, shaping his cross-cultural perspective from an early age. He earned a BBA in Business Administration from St. Edward’s University in Austin in 1997, followed by an MA in Advertising from the University of Texas in 2001.
Throughout and after his studies, Horacio worked, studied, and traveled across more than twenty countries, gaining firsthand insight into global business dynamics and cultural nuance. His early career included key marketing roles at Austin start-up NetSpend and technology leader Dell, Inc., where he developed a strong foundation in corporate strategy and consumer engagement.
In 2005, Horacio followed his calling into real estate, beginning on the residential side and personally investing in and rehabbing six properties over three years. This period gave him practical, on-the-ground experience with market cycles, property management, and investment strategy.
By 2007, Horacio became a founding partner in a Texas-based firm that generated U.S. and Canadian buyer leads for resort developments in Mexico’s Mayan Riviera through advanced SEO strategies—an experience that revealed the transformative power of digital marketing in real estate. Around this time, he was certified by the National Association of Realtors (NAR) to teach Doing Business in Mexico to U.S. Realtors and Doing Business in the U.S. to their Mexican counterparts. In 2011, he was appointed Chair of the International Committee of the Texas Association of Realtors.
After completing several successful commercial transactions, Horacio discovered his true affinity for commercial real estate (CRE). He shifted entirely to this field, leaving behind a thriving residential practice to focus exclusively on commercial brokerage. Over the next decade, he specialized in retail landlord representation, handling leasing and investment sales for the Austin-based firm Retail Solutions in the Rio Grande Valley. During this time, he earned the prestigious CCIM designation, held by fewer than 15,000 CRE professionals worldwide.
In his later years at Retail Solutions, Horacio began consulting independently with real estate offices on digital strategy—almost by accident—and uncovered his deeper passion: merging digital marketing with real estate. Drawing from his extensive background in SEO, content marketing, and teaching, he began helping real estate businesses expand their visibility and attract investors through intelligent digital engagement.
Since 2013, Horacio has advised a wide range of companies, developing high-performance digital marketing systems that amplify reach and build authentic connections between brands and investors.
In 2018, after years of collaboration as a retail broker, Horacio joined Ruby Group Capital as Director of Client Relations and Communications, where he continues to integrate innovative marketing, investor relations, and communication strategies that reflect the group’s commitment to building a better Valley.
